Douglas E. Cook, CPA/MPA
Founder & Principal
Douglas Cook, CPA/MPA has 15 years of professional accounting experience, primarily working with nonprofit organizations. After starting out in the corporate sector, Douglas made the decision to devote his career to working with the nonprofit community. In his capacity as an audit manager, he developed significant nonprofit accounting and auditing expertise, and has led hundreds of assurance engagements for various sizes and types of organizations.
Douglas earned his Master of Public Administration (MPA) degree (with an emphasis in Nonprofit Finance) from San Francisco State University, where he conducted award-winning research on nonprofit governance issues. Douglas also holds a B.A. in Business from Dominican University and completed a Certificate in Accounting at U.C. Berkeley. He is a member in good standing of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.
Today, Douglas enjoys being a teacher in and out of the classroom. He currently teaches Nonprofit Financial Management as part of the Nonprofit Management Certificate Program at San Francisco State University. He has also taught Financial Accounting and Auditing to undergraduates and graduate students at Golden Gate University. In addition, he has served as a Fiscal Compliance Panelist/Instructor for the Center for Volunteer & Nonprofit Leadership’s Emerging Leaders Program, a professional development training series for new executive directors.
“As an accountant and a teacher, I view each of our client relationships as an educational opportunity that can help an organization strengthen its infrastructure, and thereby be in a better position to deliver its mission,” he explains. “In addition to sharing knowledge with my students in the classroom, I see myself as a trusted advisor for our nonprofit clients. One of the greatest pleasures of being a CPA for nonprofits is the satisfaction I experience by providing useful knowledge on fiscal matters.”
Supervisor, Assurance & Compliance Services
Josie Zocca oversees day-to-day audit operations and serves as a primary liaison between the audit team and the firm’s audit clients. Her extensive and diverse background (which includes government, nonprofit, and public accounting) gives her a unique lens to provide insight into some of the nuances that our nonprofit clients face. During her tenure as Senior Accountant for the San Francisco Foundation (one of the nation’s largest community foundations), Josie led a team in the yearly fiscal review of grant applications, as well as a Financial Leadership for Nonprofit Executives program for the Foundation’s fellows and staff. In addition, she played an instrumental role in accounting for the Foundation’s significant investment portfolio, donor-advised funds, and project funds. Josie has also served as an auditor for the U.S. Department of Health & Human Services, where she gained exposure to various government programs and projects. She holds a B.S. in Business Administration (with an emphasis in Accounting) from San Francisco State University and is currently preparing for the Uniform CPA Examination.
Ying Zhang, MS
Senior Staff Accountant
Ying Zhang joined Cook & Company in 2013 and serves as the firm’s senior associate on financial reviews and compilation engagements. She also serves as a technical advisor to the audit team and plays an instrumental role in the training and development of junior staff. Through her 9 years of experience working with nonprofit organizations, she has developed significant expertise in accounting for government contracts, temporarily restricted net assets, endowments and functional expenses. Prior to joining Cook & Company, she served as a Staff Accountant for Star Vista, a multi-million dollar nonprofit human services provider on the San Francisco Peninsula. Ying holds a Master’s degree in Biomedical Engineering from Florida State University, has passed all four sections of the Uniform CPA Examination and is currently working toward licensure.

Sunburst Projects is a small non-profit agency that has worked with Douglas Cook for the past ten years. As our independent accountant, Douglas and his staff have provided Sunburst with professional, knowledgeable, friendly and reliable service through some very complicated and trying times for the agency. He and his staff are responsible for Sunburst’s annual audit and 990 returns. We are delighted with the quality of Cook & Company’s service, integrity, competence and reliability. They are extremely knowledgeable about nonprofits and fiscal management and we would highly recommend their services.
The San Francisco Bicycle Coalition has had quite a positive experience working with Cook & Company for our audits and 990s. Douglas Cook and his staff are straightforward and meticulous. We would recommend Cook & Company to other nonprofit organizations.
Our finance team highly values the working relationship we have with Douglas and his staff. They are incredibly well organized, quick to respond to our various (and sometimes many) inquiries and attentive to our particular concerns. Douglas knows our organization well and it shows in the thoroughness of his questions and his ultimate work product. He doesn’t just understand nonprofit accounting and tax issues; he is also very skilled at explaining them. Our board’s audit committee – which can be a “tough crowd” – has consistently found his presentations to be both rigorous and helpful. On top of all of this, Douglas and his team are just wonderfully pleasant to work with, which I can’t say has been a common experience when working with audit and tax professionals!
Cook & Company has been our auditor for the past two years and they operate in a very thorough and professional manner. They work to meet our very tight year-end schedule and perform a comprehensive audit within the required time frame. It is important to us that we have an auditor that works exclusively with nonprofits and one who has a deep understanding of the complex nature of our organization. Cook & Company has proven to be the perfect choice.
